Dictionary Entries - A Proposed New Problem

This problem started with inspiration from the game Scrabble and uses the idea of different letters having different scores. It was then linked to a dictionary which would list all words having the same score. The problem requires an algorithm which achieves an efficient way of doing this, for all allowed words (as defined by the problem).
