Missing Digits - A Proposed New Problem

Having completed the creation of this problem, I discovered that it has similarities to the earlier problem "Number string multiples of thirteen", which I had completely forgotten. After reading carefully through the problem description I decided that there are sufficient differences between the two problems for Missing Digits to be an acceptable new problem. I apologise to anyone who disagrees.
