Issue with Problem 6 - Submitted answer is same as expected but wrong

My data set:

Tried about 15 data sets with no luck

I'm using floor(x/y + 0.5)

Can't see why this isn't working given that my submitted answer matches the expected answer. Would appreciate anybody being able to give me a suggestion please.
