Does Commenting on someones solution work?

When I want to comment on someone's solution and press 'Add Coment' no text box shows? Does this functionality work?
I think you have to have solved a certain number of problems first, maybe 25?
No-no, I do not think so. There should not be such limitations or at least they should be obviously explained...

By the way I wanted to ask - do you think this functionality is useful at all? It does not seem like many people use it - and another problem is that solution can be updated while comments remain for older version - this can be misleading...
I think I've fixed it few minutes ago.
It really was broken since the beginning of February 2015 (when bootstrap was added) - i.e. for almost half a year. Well, really it seems not that many people use this functionality :)
Probably we should get rid of it at all...
